Government of India and Government of Japan sign loan agreements worth JPY 191.736 billion for six projects under Japan’s Official Development Assistance to India

The Government of India and the Government of Japan have reaffirmed their strong economic cooperation by signing loan agreements worth JPY 191.736 billion under Japan’s Official Development Assistance (ODA) program. These agreements, signed between the Government of India and the Japan International Cooperation Agency (JICA) in New Delhi, will support six key development projects spanning various sectors, including forest management, water supply, urban transport, aquaculture, biodiversity conservation, and investment promotion.

The Six Development Projects Under the ODA Loan Agreements:

  1. Tamil Nadu Investment Promotion Program (Phase 3) (TNIPP-III) – JPY 36.114 billion
    TNIPP-III aims to attract both domestic and foreign investments to Tamil Nadu while creating quality jobs for the youth. The program will promote emerging sectors and provide training in advanced manufacturing skills to enhance employment opportunities in an inclusive and sustainable manner.

  2. Project for Capacity Enhancement for Effective Forest Management – JPY 8.280 billion
    This project focuses on improving the capabilities of forest personnel in implementing forest policies. Through research and development, pilot projects, training system improvements, and institutional strengthening, it will contribute to biodiversity conservation and climate change mitigation.

  3. Project for Construction of Chennai Seawater Desalination Plant (II) – JPY 52.556 billion
    Aiming to ensure a safe and reliable water supply for Chennai’s residents, this project will develop a seawater desalination plant and associated water infrastructure. The initiative will benefit the entire Chennai Metropolitan Area (CMA) by improving living conditions and enhancing the investment environment.

  4. Delhi Mass Rapid Transport System Project (Phase 4 Additional Corridors) (I) – JPY 79.726 billion
    In collaboration with JICA, this project will expand Delhi’s metro rail network, easing traffic congestion, reducing vehicular pollution, and promoting regional economic development. It aligns with India’s broader sustainability goals and efforts to combat climate change.

  5. Assam State Aquaculture Promotion and Livelihood Improvement Project – JPY 3.580 billion
    Focused on enhancing aquaculture production, this project will improve the livelihoods of fisheries stakeholders in Assam. It includes measures to strengthen the fisheries supply chain and institutional capacity-building for better management and support.

  6. Punjab Biodiversity and Natural Resources Conservation Project – JPY 11.480 billion
    Aimed at strengthening biodiversity conservation efforts, this project will enhance ecosystem services, increase tree cover outside forests, and promote integrated wetland management. It will also support livelihood improvement initiatives while mitigating climate change impacts.

Strengthening India-Japan Bilateral Relations

India and Japan have enjoyed a long-standing partnership in development cooperation since 1958. Economic collaboration remains a key pillar of their bilateral ties, with both nations working towards sustainable growth and infrastructure development. These new loan agreements further consolidate the Strategic and Global Partnership between India and Japan, reinforcing their commitment to mutual progress and regional stability.

As these projects take shape, they will not only improve infrastructure and environmental sustainability but also create economic opportunities, benefiting millions of people across India.
